How character claims work
A plan does not hand you the whole library. It gives you a number of claims each month, and you spend them on the characters you actually want. A claimed character is yours permanently — it keeps working if you downgrade, and it keeps working if you cancel.
This is on purpose. Charging one month for unlimited downloads would mean the library is worth one month, however long it took to draw. Claims mean a plan is worth what it gives you, month after month.
